He is still applying a 10% tariff to those 75 countries, the negotiations after the 90 day pause may be how much higher than the 10% it will go, is how I am interpreting this.

What's to understand here that his manipulative black magic can explain?

He has the entire world in his freaking hand now. Serious TOTAL power. He can do anything to China because the rest of the world's economy hinges on what we do with the tariffs. China can escalate to 500%.

This world is so globalized through established outsourcing and trade "Financial nuclear winter" is used by other Penn economists to describe the worst case scenario his disruption of world trade order causes.

He now controls the world. The world order now bows to our whims as 70 countries seek a new a deal.

Now it's a matter of watching him blackmail the world into kissing our ass one by one to prevent economic turmoil. His majestic ass will be exalted from diplomats and leaders.

The world's most trolling narcissist now has an excessive amount of leverage on the world economy. That's kinda scary.

Which is now tempered in a 90 day pause. Drawn back to 10% across the board and 25% on all cars. And perhaps that will lower in case by case compromise?

We're not really the world police anymore. The world mediator or anything of that sort. Now we're the World CEO, because our position within the web of market interconnectivity makes us a lynch pin.

We're exploiting the position globalization built us to reverse direction and charge a duty for the world to cover our covid and overspending related deficits.

Yeah it will work, our place in the global economy is that important, but we're such freaking assholes about it under The New World CEO. Damn those southeast Asians and Indians for charging us so much, their job is make athletic equipment and staff call centers. Let's not forgot the capitalist reasons 10 year olds sew affordable footballs.

Now they have to negotiate for the right to be exploited by the status quo of our global markets. Cambodia is not looking at the 12 year old assembling the Huffy bicycle. They're looking at the contract with WalMart and the privileged (by their standard) 12 year old kid that rides it.

But they rip us off by charging 97% on imports? So let's retaliate by upping the cost of affordable toys for American children 50%.
