Additionally, he had no past criminal record, family and neighbors describe him as quiet and avoiding glances/interactions etc. So it's not enough to just arrest him but there is a duty to investigate as to the conditions or motivations that drives someone like him to do what he has done to find ways to diminish or stop these types of acts in the future.

Now that he's been apprehended, he can be manipulated into declaring some motive or ideology, under the guise of questioning.
