The DoD loaned a counter drone DEW to Customs and Border Patrol in January. CBP was operating it and saw the mylar balloons and lit them up, only didn’t bother to tell the FAA that they were doing it. The FAA found out and closed the airspace. It was never going to be 10 days for El Paso though. That most likely was a place holder used so they could get the NOTAM out.

Cartels were flying drones across borders over and into El Paso...Airspace restriction has been lifted.

First place my simple brain went was "something we weren't supposed to know about was flying nearby and ran into issues and had to land at that airport"

It would have gone into Biggs or Las Cruces. Biggs would be the better bet. It’s got a 13000+ foot runway compared to 12000+ at El Paso.
