I don't understand one thing: he was supposedly talking to an Ukrainian in Russian and mentions "brushing up his Russian", but most people in Ukraine do not speak Russian (and they don't like those that do).

I might have misread, but I took it as he thought it was a Russian in Russia, but it was a Ukrainian contact number

He mentions "brushing up his Russian" and moving to Ukraine and getting a job, as if he was thinking of speaking Russian in Ukraine.
That was mentioned, apparently, in a conversation with a "РОМaН ВiКТОВИЧ", which is Ukrainian Cyrillic for "Roman Viktovitch", so even if didn't know the phone number was Ukrainian he would probably know that alphabet used was Ukrainian, so why talk about "brushing up his Russian"?

PS:
1 - Apparently, both his mother and himself are from Moldova, a former Soviet republic, and although there are no indications of when they migrated to the US, his mother was married to his stepfather for nine years.
2 - The money found in his possession was in Dollars and Euros.

Regardless of whether they were Russian or Ukrainian, the proximity makes either one a possibility. I'd lean 60-40 percentage-wise towards Ukraine just because they have quite private drone recovery, repair, design, and production capabilities. Then there is a Russian spy in Ukraine angle
