There are plenty of reports out there of poorly trained ICE agents being let loose after very little training. These kinds of errors from poor training can easily escalate a situation rather than calm it down.

At least one recruit at the agency’s training academy in Brunswick, Georgia, had been previously charged with strong-arm robbery and battery stemming from a domestic violence incident, according to a Homeland Security official speaking to NBC.
Several recruits also had not submitted fingerprints or gone through any background checks at all before entering the six-week training course, officials said.

She reportedly met with a recruiting officer who asked only her name, date of birth and age, whether she had any law enforcement or military experience and why she left the service.
No one conducted a background check to see her well-documented history as an anti-Trump writer. She’s even on AntifaWatch, “a right-wing website that lists alleged members of the supposed domestic terror organization,” Jedeed explained.
In the end, she was hired. “Somehow, despite never submitting any of the paperwork they sent me – not the background check or identification info, not the domestic violence affidavit, none of it – ICE had apparently offered me a job,” Jedeed said. The journalist was even told “the goal is to put as many guns and badges out in the field as possible.”
Meanwhile, the Trump administration insists all ICE officers have been properly vetted and trained, including Jonathan Ross, who continues to face scrutiny after shooting an American citizen in Minneapolis.

That's not always the case when it comes to protestors, policing tactics and public disorder.  Poor training can and will agitate a normal law abiding crowd. Just blaming someone for legally being there isn't really the way to look at it.

I still think this is deeper than ICE.  I think this is from a network dating back to the BLM riots in Minneapolis over Floyd.  And somehow tired to the corrupt democrat political machine in Minneapolis and the current fraud.

Some instances are ICE agents 'attacking' legal demonstrators which only fires up those around said incidents. There's been lots of research on this subject.
