If the tactics that ICE was using in Minnesota were standard, and effective, there would be no reason to make a change, and there would be no reason for a congressional investigation.

The reason Homan is being brought in to fix this mess is because he advocated for a lower profile, targeted approach. That just wasn't trumps first choice, the ratings suck even if it is more effective.

I looked through some of the states on that site and sometimes as few as 52% of law enforcement agencies reported their stats.

If you don't have all the data, you can't come to an accurate conclusion.

Yeah but with 52% reporting, you can assume a better than average likelihood that the gathered statistics accurately reflect the situation.

Perfection isn't something that happens in this world. Part of intelligence is the ability to extrapolate accurately, figuring out what is most probable, from an incomplete data set.
