A couple of things that stood out in Lue's book, he worked deep at Gitmo and would not of released the tic tac video if it was up to him.

Comes across as someone who sees it as his duty to maintain national security. In some ways he may be just as lost as most in trying to get to the facts. Then again maybe he does have a better idea than most of what is in those classified files and wold prefer it stays that way?

If I understand this pattern correctly, any Military or Defense industry R&D facility can be used to claim that a UFO is being reversed engineered there, and since those places are off limits to the public, nobody can check them out to see if you're ying about it or not. 

I should start a claim that Diego Garcia has at least one UFO/USO located there. Who's going to dispute it, and even if they do all I have to claim is that an NDA was signed by the people stationed and/or working there. Hell, I could even toss in that missing Malaysian flight MH370 into the mix to give false credence to the story. 

Post a nonsense story on Reddit about it, get others to agree due to "Followers Syndrome" and wah-la tell a Congressional critter who's looking for a political issue to distract from tax fraud, then collect money for speeches.
