100% they need to find ways to monitor the situation without having 3rd party troops on the ground.
I'd be wary of sending "peacekeepers" or whatever label you want to attach to foreign troops in Ukraine, they would be nothing but sitting ducks, and with the unattached Free Russia militia wing, it's akin to sending a false flag destroyer into the Gulf of Tonkin.
