Russia wasn't about to turn over nuclear weapons in such a cavalier way, it's not like selling a bicycle.
The point is that the Ukrainian people have been betrayed by Russia continuing invasions after agreement to security measures and the U.S. not now guaranteeing security measures after orchestrating the taking away all of the Ukrainian people's 'cards' which ensured their security. No wonder North Korea and almost every other country in the world keeps their nuclear weapons shiny.
