It's not just hearsay, it's hearsay from all country leaders and nobody is online refuting it if world learders don't refute it.
As for me, common sense dictates that if Russia had enough cannon fodder to fight WWI style and win, the shear numbers of boots on the ground should have made short work of the Ukrainian forces. Two years later...
Putin and Kim made a mutual defence agreement...common sense prevails again, does it not?
I have watched a lot of independent podcasts and never did I come across one where anyone on the front lines or reporters on the front lines claim that NK soldiers are not on the front lines.
So now it's up to you to provide proof that this is all propaganda.
