Well, it always seems to boil down, I n my opinion, not to how much this kind of endeavor would cost... but instead, how much "someone" gets to "charge" for it. The variables therein raise the question of "who" gets to build it (and maintain it) and "how much" revenue they will get for it.
All revenue comes from 'somewhere" (mostly taxpayers in bondage) but with national treasuries at play, which nation?
And the actual "cost" amount - we can be sure - will be insanely inflated... because that's how governments + business rolls. I would assume the main candidate to develop that 'business' would be some façade of the MIC and the bank... because - is there really a choice for governments in bondage to... well ... them?
In the end... someone is going to ask "is it worth it?" And I suspect that from their perspective... it's not.
Unless a threat can be verified... or at least it can 'appear' that it is real...
