Can anybody help me with this apparent cognitive dissonance?

Hope folks can imagine the ramifications of these two seemingly opposing ideologies (even though they are coming from the same place).

Is conformity being mistaken for intelligence now?

Maybe the people that keep getting elected simply do not care.
I would be more interested if you could provide someone that does care and can demonstrate with proven action to have done so.
