I think it's all about Venezuela working with China, which now buys most of its oil... a lot of oil. I would guess the real goal is to break Venezuela’s independence, stop oil sales to China, and cause regime change... using "drug cartels" as an excuse.
This goes way back to Obama imposing heavy sanctions on Venezuela, he collapsed their oil industry and financial system...
I would guess Trump is working for Obama... he's gotta finish the job to satisfy our global overlords.
