No, not anyone can just be designated as a terrorist and killed in international waters by law.

Well look at it like this. If trump trys to put 3 million people in loony bins,its not gonna fly. Technically all gender dysphoric people ARE mentally off,but the majority of them are ok on medication,and counseling. Its no different that bi polar or other mental issues that are handled easy and not needing a loony bin cell.
14-20 killers out of 3 million is a LOW number of school shooters.

I don't see much difference in headlines except for number one. It is just poor journalism because it provides zero context. Also, "Trump says" is a bit casual. "Trump announces" or even WH announces (more traditional) would be more appropriate.

It would be like reporting an ICE raid as "Trump says 200 people removed from chicken farm" without mentioning ICE and/or immigration.
