They are federal agents lawfully doing their jobs you don't get to impede that with parking your car in the middle of their operation and blowing the horn your car or age doesn't extend you those extra rights.

Well if we use your example, then anyone sitting in a vehicle in traffic for example, could now be seen as a legitimate 'target' and be arrested, isn't that an abuse of powers??

It comes down to intent and that is where courts get involved. The chaotic nature of this situation would make me feel that my life would be in danger by an unstable citizen acting overly emotional and there is established legal precedent to make that argument.
