Except it seems, while important as an indicator of current events, doesn't seem a likely candidate as a "destabilizing foreign military capability"...

UNLESS it means that these people who entered our country under the pretense of 'escaping XXXXX (poverty/communism/violence/oppression et al.) are actually an organized effort being snuck in to cause danger to the nation itself.   We would have to accept that these 'potential' terrorist and provocateurs pose a threat to the national security apparatus, no? .... something to think about.
