The commonly-accepted adage "follow the money"—implanted in the public's perception as a truism by the Watergate drama—couldn't be more wrong. That only susses out sloppy middlemen. In the higher echelons of power, it's follow the owed favours, the associations, the family ties, the circles of common interest, the history. That's the currency there.
