I doubt any Presidents have ever actually been to investigate above or below ground military installations for the sole purpose of proving there are no clandestine extraterrestrial goings on. Why hasn't there ever been a fly over with ground penetrating technology to prove to the public there is no there there?
I imagine because the US government tightly controls access and airspace for national security reasons.
As opposed to public transparency.
Absence of proof isn't proof of absence.
And as we all know, secrecy fuels speculation more than evidence.
