It's my understanding that it was the older generation infrared night vision devices that were causing folks to "see things". They "see" in a slightly different spectrum of light (shifted to the infrared wavelengths) than the newer "Starlight Scopes" like the AN PVS-4 and subsequent. Those work only by amplifying ambient light (by up to 40,000X), with an image intensifyer tube - sort of like a laser in reverse. The infrared night vision requires a separate illumination module that projects an invisible (to the eye) intfrared beam like a flashlight bean to illuminate the scene invisibly.
With that said, I don't recall ever seeing anything odd in infrared myself. Some "night vision" cameras, Sony for example, still operate in infrared night vision, but have a special filter on the newer models, because the older ones were allowing for "x-ray vision", and letting folks "see" what was underneath some fabrics.
As a matter of fact, ALL imaging CCD's see into the infrared. They all have a small, apparently clear plastic filter over the CCD to block infrared light. Otherwise, your pictures look pretty funky with the introduction of infrared light into your images. If you have a steady hand and good nerves, you can remove that filter and you too can become an infrared photographer!
Regarding the "demon" image, it does look to me like it was taken in Kansas City, just south of where Bannister Mall used to be. There is a row of shops and restaurants in that area, which look an awful lot like the buildings in the background.
I used to live in Kansas City for a while, in 2012-2014 specifically. I worked for a while at a Burlington Coat Factory in what was left of the Bannister Mall after everything started shutting down due to rampant gang activity in the area.
One winter night about 10 PM, I was walking from work to the bus stop, which was about a half mile away at a McDonalds on Bannister, I usually wore a long black rain slicker with an elbow-length cape attached. On cold nights as this was, I wore a black insulated hoodie beneath it for extra warmth, which I was wearing that night.
Walking down the deserted sidewalks, coincidentally right about where the row of abandoned restaurants was, I saw a figure approaching me on the sidewalk in the light fog. Suddenly that figure darted across the street to continue up the opposite sidewalk, thus avoiding me. Right after we drew abreast and passed, I heard running feet, Thinking that they were trying to run up behind me, I turned to face them, only to see that they were running for all they were worth AWAY from me.
Given the way I was dressed, probably appearing like the Grim Reaper in the fog, this tale of a Kansas City Demon would certainly go a long way to explain an event that has puzzled me for years!
