Do you under the separation of state and federal laws and the legal system.  A US president can only pardon people that are convicted at the federal level.  US presidents cannot pardon people with state convictions.

You have any source to cite and establish law the federal Epstein law has any jurisdiction over state controlled evidence and state held grand juries and their proceedings.

In short, as im rather busy.

President = federal only law

And states = state law.

Does that about sum it up?

It merely tightened reporting and prosecution rules, so...
