Some of that fire is a standard summer time brush fire flare up. Hard to say exactly with the nighttime camera exposure, the progression of the fire front  does appear reasonable. The streaks from the sky are fence wires from where the camera is placed.

As for all the underground cheek slapping going on, that is what DUMBS are for., to protect against all the surface crap going on.

Don't see any change of plans  from this event.

Yeah, it begs the question that there does not seem to be a lot of brush/trees there, so what exactly is burning?

Looks like a small wild fire coming out of a forested area. Not really all that close to Groom Lake, actually.
