No, I think it was her scarf that fluttered over her shoulder, here she is walking down the steps, no blood or ripped uniform

Looks like a lot of turbulence on that plane!

That sitting still on the tarmac turbulence is the worst.

It didn't look like a slap to me, rather she maybe first was going to put her hand over his mouth to shut him up, then decided to throw in a shove as well.

Fairly accurate description.
if this were reversed and played in court of man abusing woman think jury would find it abuse.
agree that term slap is not strictly accurate, but maybe close enough as it conveys abuse?

Is a mild shove considered abuse in France?

In America, between domestic partners, this could easily and would likely be considered domestic abuse.
Domestic abuse in France (referred to as "violences conjugales" or intimate partner violence) is defined similarly to the U.S. but with specific legal nuances under French law. It encompasses a range of behaviors aimed at controlling or harming a partner or family member, including: - Physical Abuse: Any act of violence causing bodily harm, such as hitting, slapping, or choking. Penalties depend on severity, with up to 3 years imprisonment and a €45,000 fine for minor injuries (incapacity to work ≤ 8 days) or 5 years and €75,000 for more severe cases (> 8 days incapacity). If committed in the presence of a child, penalties increase to 5 years and €75,000 or 10 years and €150,000, respectively.

Well, I've watched bodycam cops in the U.S.A. handle domestic issues and if a woman gave a man a mild shove in the face believe me they would not do anything about it.

Well, you convinced me you saw a video on the internet, and it represents the outcome of every domestic abuse call
Plenty of people, men and women, get arrested all the time just because one or the other says the other touched them, completely without video evidence.
Which then leaves it to the discretion of the judge
As to the Macrons' incident, if they were a regular madame and monsieur, the officers would separate them the officers then determine if the altercation occurred during a verbal argument; if so, in America, the officer can easily arrest the attacker without the attacked wanting to press charges.
