The less gifted hordes have a lot of children and depend on sharing in the intelligence and management that comes through submission to rapport, which makes them numerous as well as dependent and controllable.  

The imams can probably inflict salvation upon the disobedient and leave them to their own devices, which is probably how they control the foot soldiers.

Standard IQ tests always give lower scores to poorer people, people who have lower access to technologies and countries where education, and therefore literacy, is unusual.

Are you positing that the lower access is the only cause of the lower scores?

I think there is a difference between intelligence and common sense.

I have known some very intelligent people who have very little common sense.

It's possible to conflate a bit of experience and learning with innate abilities like intelligence or common sense.

While I know nothing of the military or the people Bilbous72 was in the military with, it's possible to conflate a bit of experience and learning with innate abilities like intelligence or common sense. An enlisted man may well have a lot more experience than an officer straight out of school but it doesn't mean they're more intelligent.
