One of the many reasons the FCC can do this is out of public interest requirement for broadcast.

FCC Chair Brendan Carr publicly condemned Jimmy Kimmel’s remarks about Charlie Kirk, calling them "offensive and insensitive." 

Nexstar Media Group (which owns many ABC affiliate stations) said it would pre-empt Jimmy Kimmel Live!...  i.e. stop airing it  on its 32 ABC affiliates “for the foreseeable future.

Following the pressure, ABC (owned by Disney) announced that Jimmy Kimmel Live! would be suspended indefinitely. 

It was an cause-and-effect chain... a de facto unofficial agreement...
