Yeah I suppose, from what spec I've seen, and believe me, I'm no expert -- that reference was more a shout-out to 1980's weather modification conspiracy blather. The new coolness was the Doppler Radar theory back in the 2010s, and now space lasers and the IceCube Neutrino Observatory. This stuff never get old.

Cloud seeding was used in Vietnam in an attempt to flood the Ho Chi Minh Trail in Operation Popeye. There’s a huge difference between something that like, and the large scale weather modification people think is going on though.

I don't have a source to back this up, but I remember reading that water vapor is the top cause for creating the green house effect. It is obvious in the winter when cloudy weather retains the heat in the atmosphere and cloudless days are the coldest.
So, if anything, water vapor contrails are not shielding use from global warming, but helping to create it.

Z explained this well upthread; clouds can both cool by reflecting solar energies so they don't hit the ground, or warm, by reflecting emitted heat back to the ground that would otherwise radiate into space. The dynamic is complex.

I believe that is wrong, I'm sorry to say. It excites the upper atmosphere, the thermosphere and ionosphere principally. This way it redirects the air currents like the jet stream and effects weather further down stream. The array sends elf frequencies straight up more or less. Under the right conditions, my CB radio signal at 5 watts output can bounce off the ionosphere and land in Europe or Mexico, or Jamica, or what have you, and I can talk to other people doing the same thing at their end.

HAARP interacts with the ionosphere. The jetstream is in the troposphere. There’s somewhere like 17 miles of atmosphere between the two. It would have to pump a LOT of heat into the ionosphere to affect the jetstream.
Radio signals have always bounced off the ionosphere. That’s how over the horizon radar works. They bounce the signal off the ionosphere, and can see beyond the normal horizon.

Weather modification sounds nuts because we have been fed the physics that 'they' want us to see.
Scalar physics shows us that what is important is the potential in any given field, which can be manipulated to change the differentials in the potential.
This ties in with the vaunted' Tesla technology' using so called zero-point energy in the vacuum of space and which occurs everywhere in nature.
There are patents and government briefings out the wazoo 'hiding' in plain sight about this technology not only being used to create storms but even steer them.
The fact that the 'crazy' ideas are in the mainstream news now, simply follows 'their' pattern of divesting the information slowly and late, after the technology or operation has already occurred or been used.

Yea weather modification is certainly a strange century-ish old phenomenon. I am thankful florida officials are fighting to protect us from such practices by any nefarious biotech/chemical corps, and pray the rest of America will see some common sense Florida leadership continue at the helm in the future. We deserve it damnit!! All the damn taxes we gotta pay in the 21st century!
