Hearing Rubio speak about it one would think he knows the hearts and minds of the people there. I don't know much about it to really have an opinion except to say that depriving people of gas/oil, electricity and everything else that goes along with that, which put them into a suffering mode, could possibly cause desperation and them running to the invaders who put them in that position in the first place, then step in afterwards claiming they are there to save them.

I mean, you could be correct, but the thing about causing suffering, desperation, and despair is that people tend to remember who hurt them...

Maybe the people have a gauge as to who hurt or is hurting them the most and will go for the lesser evil.
