The Trump administration is the one presenting contradictory data. He is clearly lying and has an obvious agenda for doing so.
FBI & Bureau of Stats are all based on Cities reports, not FBI investigations and certification. The Cities were (ARE still) "allegedly" modifying and editing their own crime stats to suit the "needs" of Public Opinion.

Firstly, I live on a Pacific island, with a first world economy and rule of law, and am citizen of a nearby other country with a first world economy and rule of law.
I have no reason to visit other countries, especially ones with crumbling and poorly maintained infrastructure, severe financial instability, way too expensive healthcare and insurance, an alleged massive entrenched crime wave, and that is run by a despot.
But I do see the obvious contradiction that Trump is alleging that he extra-constitutionally reduced crime, but at the exact same time and place, that crime is out of control? Can't make it simpler than that.

The Memphis, TN crime project appears to work.
Memphis wasn't modifying their crime stats as bad as others.
Crime is proactively targeted as opposed to "reactive" semi-enforcement.
