Sounds like some of the police leadership were downplaying crime in the city for two or three years, and this investigation uncovered that. The people in DC seem to have seen an increase in serious crimes but the records did not show it because they were editing the charges against criminals and having officers make lesser charges.
That has been happening up in this area too, I know people who got busted and got a slap on the wrist for doing things multiple times and they knew they were only going to get thirty days in jail and a small fine for doing it again. It is still happening in the UP. and people are starting to get pissed that they let criminals out in a few days and they rip people off again or teach others that they can get away with it.
The second time someone does something wrong they should not be giving them a break, teach them the first time and warn them that next time they won't get a break in court...and follow through with that threat. It has gotten a lot worse since I was young, seems like the justice system stupidly believes that they will not do it again if they give them a break and not throw the book at them the second time.
