Wouldn't it be interesting if people in a particular place could choose to ally themselves with whatever country they liked.

Imagine one neighbor being allied with Switzerland and another with Hawaii just because they wanted, and a third neighbor choosing to be totally unallied.

Also, the USA lost against Algeria between 1785-1795 (and had to pay reparations):
