Wouldn't it be likely he wouldn't ask unless he had a damn good idea they would rule in his favor, or are the duties of ICE officers being disrupted to a high degree, where he has to ask for their safety

There's a simple fix.

Pull ALL Federal Agencies out of Chiraq, cut all Federal funding for illegals and let them handle it on their own. They want to be a Sanctuary City, do it on your own money. Then let's see how the people of Chicago and Illinois feel.
