Welly welly well, if it is the FBI, and Im just spitballing here, the FBI generally infiltrates while the CIA creates, all was arranged by the previous administration, so I'd still lean towards the CIA/foreign covertly or in conjunction with.

RE: my comment about the 'black market' is that it does not rely on social networking OR the internet to function... it never did. 

Ideological/political criminal actors don't "publicly" communicate... that idea they are going to be 'caught out' using the 'internet' for 'business' is a useful Hollywood construct...

This might turn out to be typical zealotry used by someone to cause pain... or it could be a personal defect, or a truly ill mind... or just plain thuggery and prison-yard bravado...

They may suggest things, work in conjunction with, but the CIA moves without Presidential knowledge, for numerous reasons.
