No idea about the 'legalities' either domestic or international.
What I do know is....... I wish the US would 'capture' and 'kidnap' our PM and his entire cabinet! 
Maybe Iran next? Ayatollah not been seen for 3-4 days.
I guess we'll learn more at the press conference thing later today.
