On July 26, 2025, China announced its Action Plan for Global Artificial Intelligence (AI) Governance. This initiative builds on Xi Jinping’s October 2023 Global AI Governance Initiative and presents itself as a responsible and benevolent effort to avoid global chaos. However, it reflects China’s broader ambition to shape global AI governance amidst rising technological competition.

I was going to quote more, but the Chinese are integrating AI into everything, including the kitchen sink, in regard to military defensive and offensive AI systems. Plus they want the world to be under that AI blanket, for world security, of course.

Not to be argumentative... but if it were really "AI" they couldn't use it.

Their strategy is hinged upon the 'illusion' that LLMs are AI.  That AI is real... 
and 'giving it to the masses' is proof of the virtue of the people's party.

But LLM's are not AI... they are virtual constructs tailor-made for soft indoctrination.

They will "simulate" human contact... while relying upon a fixed "party approved" data set of sources...

Can you guess which sources it will be?

I'm not sure how AI can be used out side of LLM chatter boxes, but apparently it has far more uses than chatting. I have only recently barely scratched the surface enough to put a toe into the water to test the temperature.

I have just downloaded an app for local AI called GPT4ALL using the LLM chat model DeepSeek. I am keeping it to local files for now, just playing with it. I use some AI when running searches, but I never bothered too much unless I wanted a summary like you'd find in an encyclopedia or dictionary. I haven't tried any reasoning based AI, just chatter boxes.

The Chinese government and people's focus, as far as I can ascertain, is not war (selling weapons of war for other countries to make war with, maybe), but rather international economic endeavours.

Their AI is not like your AI, just saying. So as not to demonize them, and with the belief that they just want to make lots of money, why is it suspect that they would want standardization, rules, compatibility and such so as to sell more of their AI products worldwide?

I wanted to add that this announcement from China may help explain Trump's goals for AI lately. Apparently, this is the new "arms race" in a large-scale cold war, but this isn't about weapons systems so much as a system of worldwide control that also functions as a weapons system. How will we regain control if it gets out of hand?
