I think the kerflufle around this is that people are claiming the Tik-Tacs were USA craft. Not alien.

So is this just a disinfo claim throwing shade on the very well documented, un refutable encounter with tic-tac?

they can’t say it wasn’t real so they say it was ours?

or is it real leak showing the USA has this technology?

so many possible angles. These two just scratch the surface.

bigelo has been recorded saying he was trying to gain access with this group to alien/high tech non human craft that Lockheed had in their possession. He was trying to get the craft transferred to Bigelow aerospace for study. But I think he claimed he never got the craft and wrote these reports instead.

i think this paper is a whole lot of nothing. Just a technical "what if’ paper. Not really whistleblowing.

Yes, you're right.  Back around that time, Senator Harry Reid (Nevada) had been convinced by Bigelow to get the AATIP program started.  Reid's plan was to release a contract to an aerospace contractor who wasn't on the inside (Bigelow) to receive some of the material from the "Legacy Program" in order to reduce the classification level and start reverse engineering it in a less restrictive environment so they could make more progress, faster.  BAASS knew that a call for proposals was coming and decided to respond to it, based mainly on Bigelow's personal interest in the topic and the fact that Bigelow's National Institute for Discovery Science (NIDS) had already been privately pursuing this topic for about 10 years by that time. This report was designed to help win the contract once the call for proposals was released by showing the selecting officials that BAASS was highly qualified to do the study.  It worked.  BAASS did get the contract. As I recall, there was only one other contractor responding to the call for proposals, and they didn't really understand what was going on.   But releasing physical material held by contractors in the "Legacy Program" (that's Lockheed, in case you're wondering) was strongly opposed by the CIA and it never happened.  Also, other officials in the government who had their own reasons for not wanting this to happen sabotaged the effort by siphoning off the funds that were intended for this effort and used them for unrelated purposes, thereby starving it.
