I think it was more about the cost of expanding rather than saving.
I think the server hosting changed when a certain person realised that more data space was a prtivate cost issue and it was moved to a hosting company many years ago. All the image and data storage, features and bells and whistles incorporated meant it was too expensive to keep buying and implimenting more owned hardware.
I remember looking up the server host many years ago in a "I don't trust ATS" phase and I don't think it had changed since then. Arizona.
