If you read the article, it talks about the "Bucks County, Pennsylvania, local law enforcement participated in a controversial counter-terrorism training program based on Israeli military tactics", not Bucks County police being trained by Israeli forces.
Notice the italicized and bolded wording there. Training based on something, is not training by someone.
What does it matter whether or not they get the same training in Israel or at home? It's the type of training that is at issue.
