I think the real goal is to target American companies. Alongside the UK Online Safety Bill, the EU is also making life difficult for American social media, trying to limit their accessibility for children, imposing fines, curbing their advertising business etc. My country wants to impose taxes on Facebook and Google.
Such laws target mainly big companies. Meanwhile, there are thousands of crappy small websites that children can view but which are difficult, if not impossible, to control. So it's not about children, I guess.
But it wouldn't be very diplomatic for a prime minister to say that he wants to piss off Americans or take some money from American tech companies in the form of fines. Hence all the rhetoric about protecting kids. It's speculation on my part, but I suspect some ulterior motive here.
