There is great theoretical potential in the idea of a threat in that domain. But I can't reconcile attending facts about "Russia" and a threat of this kind. Don't get me wrong, there is a hell of a lot wrong with their government (like there isn't with ours, right?) But considering the general obsession of world leaders for that ephemeral thing they call "Winning!" ... how would Russia "win" this way?
Granted, they would (in theory) secure a means to ensure they enjoy a persistent presence on the internet (which is good for them.) But it hardly seems to make for an announcement akin to "The sky is falling!" for the United States.
Or am I missing something in the equation?
It`s too much to ask Russians to be rational in a sense that they would act only in a way that has beneficial outcomes to themselves. Even the old USSR was more rational than what Russia is now , they are openly bragging about destroying other countries ....they are even proud about this side of their nationatily /psyche ....." We are Russians, we destroy , kill , it is our mission "
