2. Government now has a document on "Anatoly’s incidents" so military can be covered by VA.

This will not happen. If the VA refuses to accept claims of Agent Orange Exposure on the island of Okinawa that happened all the way up till the 2012, then there is no way the VA will accept any claim involving a UFO. 

The Agent Orange claim was discussed in a NDAA document as well as a court case with Japan willing their claim of public exposure against the US.
