Many of the burned homes belong to upper middle class professionals that may not have had full insurance, and these people might struggle to rebuild. There is a segment though, that is obscenely wealthy, and might buy up 50 ordinary lots and could rebuild $100 million dollar mansions. They have more money that they could spend in their lifetime.

I have no doubts there is a land grab aspect going on, the uber-rich will gobble up prime locations while likely building higher-density apartments and condos so the middle classes can still live in those prestige zipcodes
