It really is mate, especially considering all the information uncovered by Frank Feschino - there's also this other depiction which speculates that the flared out lower torso were actual tubes for a propulsion system - sounds pretty outlandish but then it was reported that the monster 'floated' towards the witnesses.
As for the official 'behind the scenes' response apparently Pentagon UFO desk officer Dewey Fournet was pushing for urgency on the soil test results because there was a second case he thought might be 'the same sort of thing' and he wanted to see if the results were similar.
The second case was this one.
