But it seems to me that there is no such thing as "being ready" for a nuclear conflict, that question doesn't appear sincere.
Nuclear weapons, in order to be an effective asset, must ALWAYS be ready for use; otherwise they are only a waste of resources. 
If they are ready for use, the threat posed by Putin's statement has been standing all along, nothing has really changed.

The object of evoking fear is to make the 'constant threat' mean something right now.  But it is always "right now" as far as nuclear weapons are concerned.

I get what is intended... waving the weapon and calling attention to your ability to use it at your whim... does Putin think that we had "forgotten?"  At least on my part, I never did.

The Russia/Ukraine conflict has been usurped of international attention recently...
could it be that we want to call attention to the conflict in Ukraine? 
No judgement, I get it.

Respectfully, no world leader should be oblivious to the fact that detonating nuclear weapons in war is a tipping point after which there is no "winner," only a world full of losers...  Why is Ukraine worth that?

Hello, my friend. Of course, no one wants to use nuclear weapons. But the new Russian nuclear concept allows for their use in response to NATO using missiles against Russia by Ukraine. This already exists and is ready for use. This is reality. As soon as Ukraine launches missiles on Russian territory, there will be a nuclear response against the countries that produce these missiles. No one wants this. But if this happens, NATO countries must know about the response.
This is war, it happens....
