I know this will be hard to believe, but it will make zero difference. Burnham won’t be making the decisions anymore than Starmer was. They take their orders and do what they’re told. The change will pacify the masses for a while. That’s all.

Who is it you imagine makes the "decisions" if not the prime minister of the nation?
