In the late 1990s and early 2000s when I first became interested in conspiracy theory as a callow youth it was definitely the scary neo-fascist New World Order (with shades of Satanic end times), complete with black helicopters and quasi-nazi figures brandishing swords at minors from emergent nations; as depicted in the infamous mural at Denver Airport. 

Now the NWO seems to have transitioned to become more communist in tone. Now it's gender neutral jack-booted thugs with blue hair waving the flag of some arid desert region state many of them have probably never been to (even the pretentious neo-Marxist intellectuals from the 1940s/50s would probably blush at these violent cartoonish caricatures because Jean-Paul Sartre they ain't).

Something definitely went wrong somewhere down the line.

There are several possibilities on this change.

One is if they are just made up to be the bad guys, then those doing the stories have changed who they think there audience wants for the bad guys.

If they are for real the bad guys, they have changed their appearance to conform to what they think will get them more followers.

Now for what I think happened. The schools stopped teaching real history. This lead to those in ether of the two groups to not know what they are talking about and they just morphed by lack of understanding the subject.

All of the above still reminds me of that line in a song that goes "a kinder, gentler machine gun hand." The bad guys are still the same bad guys but they are trying to be more appealing.

They are doing whatever they can to stay in the situation they made for themselves. 

If the game stops going how you want it to, then change the color of your pieces on the board. The game might work in your favor that way.

The change only indicates they are not really fixed to one ideology. They are just power hungry.
