In 1992 Congress passed a fast track drug approval and then in 2012 it was codified. 
In 2021- 28% of FDA - approved drugs went through this expedited process. Of course it was 28%.This explains a lot. These drugs don't even have to work.
This was done in response to the HIV/AIDS  epidemic- which means Fauci was deeply involved. He set this whole thing up.
