The thread may have wandered from the OP but there is at least one good explanation for the things described in the OP's quote.

It may simply amount to cultural loss. They may have had something like writing and mathematics or at least a system of standardized weights and measures.

I have not researched the structures and the use of the "megalithic yard" thoroughly enough to know if their disuse corresponds in time to the ancient plague.
