Fraud happens everywhere.  Someone finds a loophole -- and takes advantage.

IMO -- the reason this fraud is blowing up in the media is because it's Somali's -- cultural racism.

Suspicious Activity Reports (SARs) are documents that financial institutions and other organizations file to alert law enforcement about potential legal violations, including money laundering, terrorist financing, and other criminal activity.

SARs help authorities maintain an up-to-date picture of possible financial crime and fraud across all 50 states, as well as Puerto Rico. Notably, the incidence rate of these reports varies widely across the country.

States with the Highest SARs.  The states with the highest SAR counts are geographically diverse. The top five are Delaware (2,352 per 10,000 people), South Dakota (1,967), Utah (1,101), Ohio (542), and North Carolina (464).

At the Minnesota governmental site you can get listing of all the legitimate and licensed and Minnesota-credited daycare centers etc. this is checked against those registered to receive Federal aid

For example, family members can receive limited federal aid, if you take care of a family members kid (s)

But its scale is much smaller; the concern is the faux multi-child daycares. 

An audit of state-licensed day care against those receiving monthly federal funds can be verified.  
Logically, legally registered centers would like to get more of the aid that's now leaking into illegitimate daycare centers

This is a legitimate concern and needs to be investigated. Any legit daycare has those simple records and or license, and you have no concerns

I'm gonna be a bastard... I'm kind of nudging this topic a bit with a troublesome perspective...

Here we are, in an outrage of sorts over some particular form of corruption and crime... and focusing especially on the nationality(?) or heritage(?) of this group of perpetrators...

and oooh it feels so good to have someone new to hate on, virtue signal about, and especially that some people, by definition, were supposed to protect their constituents from it....

and it happens because of relatively massive wealth funneled, ultimately, to serve non-existent children....

.. and recently it occurs to me that there are a lot of missing children in our country right now as well...

Could this be a 'trafficking' enterprise in vitro?  Phantom children identities for sale?  Perhaps?
