It's not normal for young girls to be brandishing axes and knives with attitude, but a small amount of teens are stabbing each other.
Your just making assumptions that there were 'men' there.  All you see on the video is one man recording a person waving around lethal weapons. He may have recorded her because she was carrying those weapons.
The police and the man in question said he was there with his sister.
