Firstly a bit of definition:

Of or relating to a monarch; royal.
Belonging to or befitting a monarch.
"regal attire."
Trump can't hold a "regal" event because he isn't a king. It would seem that Trump's people can't even conceive of something without using inappropriate language.
Secondly:

Besides that, the US Federal government employs just over 3 million people. Any one of them could be deep-state - or any one of them could be just normal hard working loyal Americans. To think that Trump even knows who-is-who, beggars belief.
