So a law was passed that foreign investors needed to live or transact business on the properties and there were limits on how much money they could move offshore.

I was talking about how legal citizens of the USA, and legal residents, and people who had valid current visas, are getting deported under rules that were supposed to be deporting only those who were not legally US citizens or legal residents.
